American R&B/pop/rock singer, born Julia Ardelia Waters, on June 8, 1943, in Jefferson County, Texas, raised in Los Angeles, California. Sibling of [a=Maxine Willard Waters], [a=Luther Waters] and [a=Oren Waters]. Resides in Altadena, California. Married to David Tillman.
